A beautiful day in the neighborhood

Resident celebrates two consecutive decades of service to community

Kim Fischer, a Sun City resident, recently concluded his tenures as a Neighborhood 4 Representative and a member of the Neighborhood Advisory Council (NAC) Executive Committee. He became a neighborhood representative in 2005, and he has served on the NAC Executive Committee since 2012.

His Sun City story starts in 2003.

Fischer retired from teaching that year, and he decided it was time to look for a new home. He spent the first year of retirement doing all the home projects he hadn’t had time for while working.

Fischer said, “I took the advice of 19th-century newspaper editor Horace Greeley to ‘Go West, Young Man.’ I moved a total of four I-90 exits west of Elgin, where I had lived for 32 years.” Fischer bought one of the first homes to go on the resale market in Sun City.

Fischer shared what he felt were his most important accomplishments during his time on the NAC Executive Committee. “I served as head of NAC’s Welcome Packet program. Every month for over 12 years, I made sure that the names of new residents were forwarded to their designated neighborhood representative.”  

Along with that responsibility, he was also responsible for the content of the welcome packets.

Fischer’s second accomplishment was to bring order to neighborhood representative elections. He said, “Prior to 2008, neighborhood representatives were appointed Pulte Homes officials. There were no term limits to these appointments. What resulted was that some neighborhoods always had three reps, some only had two; some only had one, and some had none.”

In 2008, they decided to aim for three representatives from each neighborhood and to hold staggered elections.  

Fischer said, “This method would result in having at least one experienced representative to serve the neighborhood. To accomplish this, we held an election in 2008 for three representatives from each neighborhood, with only two serving two-year terms and the third serving a one-year term. This was the only election in which three reps would be elected, and the only election in which one rep. would be elected to a one-year term.” 

In 2009, the election was held for one representative for a two-year term, marking the start of the election cycle.

Fischer also decided to take on the responsibility of keeping election records for each neighborhood. Every summer since 2018, he has sent notices to each neighborhood to elect one or two representatives. Since then, NAC elections have been running without major problems.

Nedra Reeves, one of his neighbors, who has taken on the role as one of the neighborhood reps, said, “After being a neighborhood rep for just over a year, [Fischer’s] representation of our neighborhood for over 20 years is quite extraordinary and not one that will be matched. N4 is grateful for his dedicated service.”

As Fischer concludes his service after two decades, his contributions extend beyond organized meetings and resolved petitions. He leaves a legacy characterized by kindness and stability. For 20 years, he has consistently offered guidance and been a dependable, approachable presence for residents. Fischer’s leadership will be missed, and the Sun City community expresses gratitude for his efforts in fostering a welcoming environment.

Jim Papak, Chair of Neighborhood Advisory Council, said, “I really appreciate his time and effort that he put forth for the neighborhood advisory council. [Fischer’s] leadership and knowledge have been an inspiration to all of us, and we appreciate his many years of service for NAC.”
